Simple usage example of `UConverter::setSubstChars ()`. The UConverter::setSubstChars function is used in PHP to set the substitution characters for a Unicode converter. When text is being converted from one character encoding to another, if a character cannot be represented in the target encoding, it will be substituted with the specified substitution characters.
